In recent decades, production processes of final products have been increasingly fragmented across countries in what are called global value chains (GVCs). While National Statistical Organizations collect a great deal of information on economic performance, trade, employment, and foreign direct investment, this information cannot always be used to quantify the international linkages and flows that characterize these cross-border transactions, especially those related to R&D or software.

As you know, this is an important time for science. There is a new appreciation for the value of investment in R&D, and in the promise of science for improving health, economic activity, and social inequality. But that appreciation is tempered by a need to understand the value proposition of doing so.
The goal of the conference is to highlight advances made to inform the evidence basis for such investments. The U.S. scientific community has responded to earlier calls for better evidence with more than a decade's worth of effort in data collection and integration. Those efforts are now bearing fruit in data, products and a burgeoning community of users.
The conference presentations will highlight these successes. They will begin providing both a theoretical and practical framework for understanding the value of science. That will be followed by introducing participants to the new types of data being combined - transaction, administrative and survey data - and then the issues that are raised by linking such disparate sources of information.
The next set of participants will begin by describing the broader context - how other fields have developed value from data, and what the Science of Science Policy can learn from their experience - and be followed by a practical set of results documenting the insights that have been generated over the past decade. The conference will conclude with a discussion of how to create new communities, particularly underserved communities, and a vision for the future.
